SGI Advisory announces a follow-up contract by the Aviation Working Group (AWG) on the subject of cross-border transfer of aircraft
SGI Advisory is pleased to announce a follow-up contract by the Aviation Working Group (AWG) on the subject of cross-border transfer of aircraft. The contract entails two interrelated projects. The first is the compilation of a document listing National Import Requirements for at least the 80 largest aviation countries. This document is intended for use in establishing an international repository, ideally to be under intergovernmental authority, providing the aviation community with efficient access to national import requirements. This repository will also contribute to further harmonization of the world's aviation safety regulations by making more transparent the differences that currently exist, thus promoting their removal.
The second project is a proposal for the expansion of international guidance material on import and export of aircraft in the area of, primarily, airworthiness. Such material would provide the regulatory community with reference benchmarks and thus encourage best international practices and so, again, further international harmonization.
The projects build upon the work conducted in 2010 by SGI Advisory for the AWG, see here. An Economic Impact Assessment on dissimilar technical regulatory requirements impacting cross-border transfer of aircraft identified that regulatory overlap and duplications would cost the industry an estimated USD 7 billion over the next 20 years if not corrected. The study contains some 23 recommendations which have been discussed at high levels with ICAO, FAA and EASA. The two projects are the first major steps for introducing the desired changes to the regulatory framework and will be developed in close coordination with these policy makers.
