CIS Built Aircraft Training Course

Course content:

Aircraft built in the Russian Federation and in the Ukraine (indicated with the generic term “CIS-built aircraft”) see a regular presence not only in their originating States but as well in Europe, Africa, Asia and Middle East. Although they may not be as economical to operate as their western equivalents, the CIS-built aircraft are reliable and sturdy aircraft and sometimes have unique cargo carrying or operational features. However, as their design philosophy, certification, maintenance and operations can be significantly different from their Western counterparts, many National Aviation Authorities (NAA) have difficulty in determining whether these aircraft types are in compliance with ICAO Standards.

This training course will give a thorough insight into the historical development of the Civil Aviation of the Soviet Union as well as into the philosophy of the CIS-built aircraft types (e.g. AN-12, AN-24, AN-32, AN-74TK, AN-124, IL- 76, IL-96, TU-154M, YAK-42). The course is delivered by SGI instructors who were involved in the design, manufacturing, continued airworthiness and operations of these aircraft types.

The course will provide information in which areas these aircraft types are ICAO compliant and in which areas they could deviate. In the latter case, potential solutions are presented. Subject to aircraft availability, and in order to allow the 'lessons-learned' to be applied, the two day classroom training may be combined with a visit to a CIS-built aircraft at a nearby airport.

To this end, the training course shall address:

  • ifferences in philosophy between Western built and CIS built aircraft with regard to Initial Airworthiness, Continuing Airworthiness and Operations;
  • ICAO compliances and non-compliances on CIS-built aircraft;
  • Identification and resolution of ICAO Standard deviations;
  • CIS-built aircraft allowed to operate into Europe;
  • CIS built aircraft with an EASA Type Certificate (TC) or equivalent;
  • Role and responsibility of the Interstate Aviation Committee (IAC);
  • Noise compliance;
  • Contacts in the Russian Federation or the Ukraine;
  • Inspection methodology during an aircraft inspection.

Target audience:
National Aviation Authority (NAA) Inspectors responsible for performing aircraft inspections and NAA managers responsible for foreign operator approvals and/or inspection programs.

Prerequisites:
A good understanding of airworthiness and/or operations of aircraft. Familiarity with the methodology of aircraft inspections.

Course goals:
Present all specifics of CIS-built aircraft to those who require a general understanding about the airworthiness and operations of these aircraft types.
